Tree Protection/Management Plans (TPMP)
Often required as a condition of resource consent, or as part of a vehicle crossing application, where works occur near a scheduled or council-owned tree. TPMPs in Christchurch must be written by an approved Technician Arborist and reports must be approved by Christchurch City Council before works begin.
What's included:
Tree assessment and identification of trees subject to the plan (including potential removals)
Tree protection zone calculations and mapping
Permitted and prohibited activities within protection zones
Construction methodology requirements for works near roots or canopy
‘Hold points’ requiring arboricultural sign-off before works proceed

Supervising Arborist/Project Arborist
On-site arboricultural supervision of construction works where trees are to be retained. Councils will often require a Supervising Arborist wherever works are undertaken within a tree protection zone. The Supervising Arborist is responsible for ensuring the TPMP is correctly implemented throughout the project and that compliance can be demonstrated at completion.
What's included:
Pre-start briefing with the contractors — reviewing and explaining the TPMP, protection requirements, hold points, and prohibited activities
Confirmation that tree protection measures are correctly installed before works begin
Direction and supervision of all excavation within the tree protection zone, including machine and hand excavation
Root encounter protocols — assessment and management of encountered roots, including decisions on cutting, bridging, or redirecting works
Hold point sign-off — attending site at specified hold points to authorise works to proceed
Periodic site monitoring visits with written records throughout the construction programme
Identification and documentation of any breaches of the TPMP, with required remediation
Liaison with council arborists/planners where required
TPMP Sign-Off report at project completion, confirming works were carried out in accordance with the plan and demonstrating compliance

Tree Condition Assessment
An assessment of the health, structure, and overall condition of one or more trees. Typically commissioned by property owners, councils, or insurers requiring an independent professional opinion on a tree's current state — whether following storm damage, prior to purchase, in response to a neighbour dispute, or as part of ongoing due diligence.
What's included:
Visual assessment of crown, structure, bark, and root zone
Identification of notable features, decay indicators, pests, and disease
Assessment of vitality, vigour, and overall health
Comment on estimated remaining useful service life
Recommendations for maintenance, remediation, or removal
Written report with photographs
Tree Population Assessment & Management Plan
A structured assessment of trees across a defined area — a property, park, road corridor, or estate — resulting in a management plan that sets out maintenance priorities, replacement planting, and a programme of works. Suited to councils, body corporates, schools, and landowners managing trees as an ongoing asset.
What's included:
Systematic survey and recording of all trees within the defined area
Condition, structure, and risk assessment (if necessary) for each tree
Species, size, ecosystem services, and amenity value recorded (depending on scope of works)
Prioritised works schedule (immediate, short-term, long-term)
Retention and removal recommendations
Replacement planting recommendations where applicable
GIS-compatible data output available on request
Tree Stock Inspection & Planting Audit
An independent inspection of newly planted or established tree stock to confirm trees meet the required quality standards and have been planted correctly. Commonly required for subdivision developments and council-vested landscape works.
What's included:
Assessment of tree quality against CSS Part 7 supply standards (form, structure, health, pest and disease status)
Assessment of compliance with IDS and spatial requirements
Verification of species, grade, and labelling requirements
Assessment of planting methodology, staking, ties, and mulching
Identification of non-conforming stock or installation
Completion of CCC Tree Supply Inspection Form where required
Written audit report with non-conformance findings and recommendations
Tree Risk Assessment
A structured assessment of the likelihood and consequence of tree failure, carried out where a tree poses a potential risk to people, property, or infrastructure. Commonly requested by councils, insurers, body corporates, and property owners requiring a documented risk opinion.
What's included:
Visual tree assessment identifying vitality, vigour, structural abnormalities, and areas of concern (if any)
Assessment of failure potential for whole tree, stem, and branches
Assessment of likelihood of target occupancy
Consequence rating based on potential targets and failure potential
Overall risk rating using the International Society of Arboriculture TRAQ assessment methodology
Mitigation options and recommended actions
Written report with photographs and risk matrix
